I read a sentence as follows.

Tom is on the same football team as Jack.

I wonder if I could also say “Tom is on the same football team with Jack.”

    No. The idiom is "the same as", not "the same with".

    Another way of saying it is: Tom and Jack are [both] on the same football team.
