Can one use
a. He is too little knowledgeable.
instead of
He is not knowledgeable enough.
?

Can one use
b. The information you gave us is too little helpful.
instead of
The information you gave us is not helpful enough.
?

The sentences are mine.

My feeling is that (a) and (b) are awkward. I think one could say they are incorrect, but I have doubts about that. I am not sure they are out and out incorrect.

Many thanks.

No, those sentences don't work at all. You can't be *"little knowledgeable," or *"little heavy," or whatever, so you also can't be *"too little knowledgeable," etc.
