tool dwell

Hello everybody, I have a rather technical question with very little context. I am translating a table of CNC Function (COmputer numerical control ) and one point says "Tool Dwell ?" Are there any technicians who may have an idea what it means?
Could it be how long the tool stays in the machined part? Thanks in advance for suggestions.

    A little Googling suggests that "tool dwell" refers to the time the cutting tool stays "in the cut" without actually making cutting progress and before it is withdrawn.

    Thanks a lot, l had a vague idea that it could be something with the time the tool stays in but was not sure about more details.
