top talent is highly mobile

Hello.
Can anyone please help me to figure out what does the author (an, actually, authors, as this has appeared in separate texts in a Google search) mean by saying highly mobile in the mentioned sentence? To which characteristic of talented people does the author refer?

Today, a strong employer brand is seen as a critical way to attract, engage, and retain the best people. At a time when top talent is highly mobile, those are certainly laudable goals. But is building a special, separate employer brand the way to achieve them? No.
