in the following context, from an accounting sheet:
They pay Tech Suppliers $3400 cash ­toward the payable of transaction L1.
Does that phrase mean " as part of the due price of"?

It is not correct English, I'm afraid.
It presumably means 'towards the total payable of.....' or something similar, but as written it doesn't make sense.
