The violence of this economic crisis has produced a rightful distrust of everything that acts in the name of public life, towards everything that escapes direct control by the citizen. Institutions have been incapable of warning, preventing, governing.

Q: I don't understand The connection between first two sentence? Can you paraphrase the bold one?
