Tribunal de première instance de deuxième classe

This is from a Togolese legal document.

Our dictionary tells me that "tribunal de première instance" is "court of first instance," but I'm not sure about the "de deuxième classe" part. Any ideas?

The full phrase is "tribunal de première instance de deuxième classe d'Atakpamé", Atakpamé being a Togolese city.

    Update:

    I found "court of first instance (class 2)" here (under II, C, 36). It's a UN document, so I guess it's pretty authoritative.

    I'll go with that unless someone has a better idea!

    I think there is no better terminology as it is from a very official document.
