Yesterday, NYTimes reported that Susan Rice says Trump Is Making China Great Again.

A quick search shows that the Guardian had reported on February that Donald Trump is making China great again.

The question of the thread is whether a reader can see such expression ("Donald Trump is making China great again") is not Rice's original thought or whether she's influenced by the Guardian report.)

It is more a question of linguistic analysis than of grammar.

Thanks in advance

The US president has dismayed the world; Xi Jinping has wooed it. This could be a huge win for Beijing

They are both making a play on Trump’s own slogan of “Make America Great Again”. It’s very likely that many people independently thought of the headline, given the sentiment that Trump’s actions will allow China to become a bigger world leader than before, partly as a result of the US not participating in the TPP.
