[tsi] for ち

One of my classmates from a couple years back had begun studying Japanese in Kyoto, or that's what she told you when you asked where her accent came from. She pronounced ち as "tzi" or "tsi," even after three years of instruction in standard Japanese.

I recently described her accent to some of my Japanese friends (from Yokohama). They were quite surprised and told me immediately that they couldn't think of any Japanese who spoke that way, especially not people from Kyoto.

Have you guys heard this accent? What's going on?
