Tunisia: حكم شخصي

Hello,
I'm translating a decision of the court of appeal of Tunis and I'm wondering what does "حكم شخصي" that appears several times, mean. Here is an instance:

الرجاء تسجيل مطلب استئناف المنوبة للحكم الشخصي المشار إليه أعلاه

"Proceed to the annexation of the request made by the representation to the (personnal?) judgement aformentionned"?

(I'm translating it into French so you can reply in English or French).

Je pense qu'il s'agit d'un jugement relatif au statut personnel (code du statut personnel مجلة الأحوال الشخصية)

C'est ce que j'ai cru comprendre avec la suite lorsque je suis tombé sur "عملا بالفصل 32 فقرة 4 من م ا ش مايلي". Merci beaucoup . Par contre, impossible de traduire les quelques parties manuscrites, c'est un médecin qui a écrit!! C'est illisible, j'ai demandé à trois personnes (arabophones natifs) personne n'a pu lire ce qui était écrit, et ce, sur les 3 pages du document...
