American political system is a system of politics in which two parties, alternatively govern the United States. Today's homework is to write an essay titled Two Party Alternative Governance, explaining its history, status quo and future trends.

The question of this thread is which is correct English:
"Two Party Alternative Governance" or "Alternative Two Party Governance"?

By "alternative", I mean America is either governed by GOP or Democratic Party. They rule the United States in turn by general election (it is an alternation, statistically, not simply). I am not completely sure whether "alternative" can be used this way. It may require another thread to discuss its correct use.
