    I guess meanign that they'll go to the beach for a vacation.

    That's what I would say. Like "laying out in the sun" on the beach by the waves.

    I'll give it a stab here. To squander means to throw away money, to spend money carelessly. So, they will spend their money(saved within the period of 2 years) in such a way that they can afford to go somewhere where there is a lot of sunshine, perhaps equatorial areas or just a beach, island, etc.
    I think that the whole sentence implies inadvertance on the part of the 'they', but this cannot be ascertained without sufficient context.
