Employees are expected to perform their work in a safe manner, free of the influence of any uncontrolled substance.
What does "uncontrolled substance" refer to here?

    Drugs would be 'controlled' substances, I believe. :)

    More likely alcohol...

    The employer does not even want to contemplate his employees being under the influence of controlled substances. :)

    Is "uncontrolled substance" a direct translation? It seems to be an unfortunate expression, because it appears to be an antonym of "controlled substances" - and this is probably unintended.

    I don't think they mean "non-controlled substance":
    Non-controlled substances include over-the-counter medications and medications that are prescribed to treat medical conditions such as high blood pressure, diabetes, and bacterial infections.
