I am translating a medical report for someone with neck and back problems and I'm not sure what this means in the following context:

Something to do with reduced squatting function ?

    I would think so.

    S'accroupir - to squat.

The chirurgien must have a way to measure normal squatting angles (between the torso and the femur, and between the femur and the tibia).
They are measurable, and in this case are reduced by one-third.

Full disclosure: The above is the opinion of a non-medical person.
