universalize English learning.

I am wondering if I can say:

China is making an attempt to universalize English learning.

In China, almost 70% of school are having English as an subject, and the number is increasing. I use the word "universalize" to mean that "all parts of China", "all schools in China" are learning English.

Is it idiomatic?

Thanks a lot
