unlabeled can be translated as : non previsti (o non dichiarati) ?

From my perspective it would be more common to say "off-label" use in a pharmacologic setting.

I wonder if this was written by a non-native English speaker.

In any case, "off-label" can be translated "per indicazioni non autorizzate".
