Can you explain the sentence in bold?
Cell is the most upsetting and vital novel ...The horror works on a deeper and frightening level
than as a metaphor for the untenable choices we face when responding to a violent threat...

    Untenable choices are choices between two or more things or solutions, both of which are morally and/or physically repugnant. The choices are so repugnant that it would be impossible to defend or justify them in normal circumstances.

    Just to be picky, the author left out a word:

    The horror works on a deeper and more frightening level than as a metaphor for the untenable choices we face when responding to a violent threat...

    I'm not going to comment on "untenable choices". It's journalistic garbage.
