这里的眼球是想表达“全身上下都有保护措施”还是单纯想表示“保护眼睛”

    "up to one's eyeballs" 是一个固定短语,在这里指做足保护措施,全副武装到夸张的地步。
    说话的人是在讽刺很多玩极限运动的人是装备党,他们的保护措施和运动本身的危险系数不相称。相比之下更危险的马术都没搞得这么大阵仗,橄榄球运动员打完比赛能有凉水和海绵 (用来放松、降温) 都谢天谢地了。
