Urdu: ہونا پانا

SaaHibaan o SaaHibaat,

The verb ہونا پانا is troubling me.

I have only found one instance of it in its basic form, albeit negative, online. It is from Anil Narendra's blog:

پانی کھڑا ہونے کی سب سے بڑی وجہ نالیوں کی یومیہ صفائی نہ ہونا پانا ہے۔

My translation: the biggest reason for standing water is the daily cleaning of pipes not occurring.

My translation is clumsy (but semantically correct) for which I apologise.

پانا acts as an intensifier for ہونا but what does it add semantically?

Is anyone able to give me a definition of this verbal phrase and/or examples of it in use?

I doubt about this type of phrase, not must used or seen. may be it should be
پانی کھڑا ہونے کی سب سے بڑی وجہ نالیوں کی یومیہ صفائی نہ ہونا ہے۔
or
پانی کھڑا ہونے کی سب سے بڑی وجہ نالیوں کی یومیہ صفائی نہ ہو پانا ہے۔

Just to add to nadim SaaHib's answer, here is the entry in Platts:

—(pānā, in Acquisitives—i.e. when annexed to an inflected infinitive or a verbal base—is neuter, and signifies 'to be allowed'; 'to get permission'; 'to get' to do a thing; 'to be able' to do; ...—hone pānā, 'To let be or happen'

It seems the addition of پاانا to ہونا adds the dimension of 'permission' and 'ability to do' a thing to it.
