Urdu: using tasdiid to differentiate kiya

Friends,

In some texts (not many), I see the tashdiid over the chhoTii ye used to differentiate kiya (past of karnaa) from kya (what), like this: کیا کیّا
Is that a valid usage of the tashdiid, or both words should be spelled the same?

Both words should be spelt کیا when one is کیَا kyaa and the other is کِیَا kiyaa
