Hello, people, I want to express the meaning 'taking advantage of free public resources'. Does the bold work?

In my city, many low-income people go to museums not to appreciate exhibits but to use free air-conditioning.

    If 'air-conditioning' requires 'the', does 'exhibits' require 'the' as well?
