Hi,

Is an exclamation point compulsory when starting sentences with what?

example: what a cruel world! ( do I necessarily need an exclamation point here?)

also what about one word lines/fragments?
example: Stalin killed more people than hitler. Incredible! No one could have imagined that.

again, is exclamation mark compulsory after a sentence fragment like incredible?

is it just a matter of style, or are there specific rules for using exclamation marks?

    Definitely not.

    Try to use no more than one exclamation mark a month in normal writing – get them out of your system in texting.

    You seldom need an exclamation mark ... your words should normally supply the shock or surprise or delight or anger you wish to convey.

    What makes you think it is?

    What some people think is necessary, others think is a good idea, and still others think is pointless.

    What I plan for this morning is to get my glasses repaired, so I won't try to think of more counter-examples.
