using "the" in sentences with a definitive clause

Hi,
Could you please tell me which one is correct, and why?
  1. a) Houses in that neighborhood are expensive.
    b) The houses in that neighborhood are expensive.

  2. a) The maximum range of nonlocal forces that a point can exert is called its cutoff radius.
    b) The maximum range of the nonlocal forces that a point can exert is called its cutoff radius.
Also, is it correct to drop "that" in the second sentence?
