valeurs de recentrage

I am trying to understand the sense of this phrase in the context of the following sentence (I equally don't understand 'implications de terrain', but will have to ask that question in another post).
Is it ... 'values of refocusing' (increasingly promoting close discussion/interaction and implications on the ground)?
La presse régionale s’inscrit dans une tendance forte qui fait que la population se reconnaît dans des valeurs dîtes « valeurs de recentrage » et favorise de plus en plus, les échanges de proximité et les implications de terrain.

Merci d'avance.

That's how I understand it, but I must admit that it's not really clear what they are refering to.

    Thank you all.
It is good to have these explanations, but I need to find a succinct translation for this phrase "valeurs de recentrage".
"Values of refocusing" sounds very translated and doesn't clearly convey the focus towards local community.
Itisi - would you omit the "values" reference all together - if you were formally translating this paragraph?
