valor de intervención

In the context of land clean-up, the "valor de intervención" is the concentration value of a certain pollutant in soil above which action is required to be taken to clean up the pollutant. Is there an equivalent expression in English? Or is it simply the limit value?

    I suggest "valor de intervención" = "clean-up value".
