¡Qué buena forma de ganar dinero utilizando buenas maneras!

Parece que es una ironía para referirse a un ladrón, a un topillero.

There are already threads for each of these words, so check them out to see if they're helpful:

    Chingona: http://forum.wordreference.com/showthread.php?t=1157414
    "De por medio": http://forum.wordreference.com/showthread.php?t=57552
    Varo: http://forum.wordreference.com/showthread.php?t=111756

As for the whole sentence, some context would be helpful since I'm not sure what it's referring to. Without more context, I would say something like:

What an awesome way to make a buck (some money) with good skill being involved (...or: that involves [using] good skill).

...but I'm not terribly confident about that last part (con buen arte de por medio).
