I don't get the metaphor of visual Teflon.

    Teflon is/was used as a non-stick coating for saucepans etc.

    Here the author is suggesting that one's gaze didn't 'stick to' her face very long. It didn't hold one's attention.

    People would look in her direction but their gaze would not settle upon her. They would look past her - not notice her.
