The protagonist, Philip, who was born with a club foot, moved in with his uncle Mr. Carey, the Vicar of Blackstable after his mother's death.
He dropped out of King's School at Tercanbury, came to Germany, and stays at the Frau Professor Erlin's lodging house with several guests.

One of the things that Philip had heard definitely stated was that the unbeliever was a wicked and a vicious man; but Weeks, though he believed in hardly anything that Philip believed, led a life of Christian purity.

I'd like to know why it is "was a wicked and a vicious man," not "was a wicked and vicious man."
