was increased to 48

Canada was divided into 16 UI economic regions, which in 1978, was increased to 48.
I wrote the above sentence. While writing it, the use of "was" did not bother me, but now my friend pointed it out and we are both confused.

Should it be "were"? For some reason it sounds very strange with "were".

    Apart from the punctuation, I think that sentence works OK. It wasn’t the regions as such that were increased to 48; it was the number of regions.
