was/is injured

“The dog was sent to the hospital a moment ago as it is/was injured.”

Let say the dog which in the way to hospital is still injured, can both present and past tense be accepted in the sentence above?
What is the difference when different tense(simple or past) is used ?
Which one is correct to say?

    Yes, both can be used.
    There is no difference, other than the frame of reference. With "was", the reference point is the moment the dog was sent to the hospital. With "is" the reference point is now.
    Both are correct.
