It means they shared a meal together (in this case dinner) and it was the occasion of their meeting for the first time as well.
Actually, it does not necessarily have to be their first meeting now that I think about it. It could be any old meeting between the two.

It's interesting how something seems so natural until someone asks a question about it.
I have no idea why we say, "we met over dinner/lunch". To me it is a fairly formal way to express the thought.
