To those new states whom we welcome to the ranks of the free, we pledge our word that one form of colonial control shall not have passed away merely to be replaced by a far more iron tyranny. We shall not always expect to find them supporting our view.

In the read part, what does the speaker, John F. Kennedy want to say? Plus, about the blue part, he intends to say that one form of colonial control should not be abolished just instead of a far more iron tyranny?

    States here means nations or countries. He is referring to nations or countries which have recently become free, in other words have achieved independence. At the time of his speech, dozens of countries had recently (within the previous 10 years or so) achieved independence from a former colonial power.
