Chinese(Mandarin as well as Wu-chinese)
That hazy weather has hit 104 cities in China lately, which makes citizens well aware of what a terrible problem China is faced with.

In my experience, all such clauses (object clause with wh-)can be changed into a question:
I know who he is.---Who is he?
The book will show you what the best CEOs know.---What do the best CEOs know?

But I have difficulty changing this clause into a question. To me, this clause seems more like an exclamation sentence: What a terrible problem China is faced with!!

So, is this sentence grammatical?
If this sentence is grammtical, could anyone explain the structure of this clause to me?
