What does "indelicate science" mean?

The complete sentences follow:

    I very much doubt that’s actually what was said.

    It expect it was more like:

    A Public Health balancing act where finding footing remains a delicate science

    (presumably meaning that establishing something remains problematic?)

    I just watched the video and it is as I said, but with “an indelicate science”.
