    Yes - and no!
    I would say that it is more likely to mean "more and more children have been asking (us) if it is possible to go on such a trip.
    I think that the word "permission" is too limiting here - it is more likely that the children have been expressing their desire to go on such a trip, which is not quite the same as asking for permission.
    However, without more information/context, it is impossible to be sure.

    My reaction as an AE speaker is the same: that an increasing number of children have been wanting to go on the trip in question.
