What does the red 'which' refers to? I originally thought it refers to 'the leadership', but now I am thinking I may be wrong. Could you help me? Thanks.

    ... it makes it easier to see that the red "which" refers to the phrase "the one* which marked the 1980s and 1990s under Helmut Kohl and François Mitterrand".
