Hello, could anyone tell me what's the meaning of wheeling in this context? plz

Don't think that you're losing a part of your business, or that you have to rely on other people to be successful. This is all part of the business world, wheeling and dealing, putting together mutually beneficial packages.

La frase hecha es "wheeling and dealing". Significa 'hacer negocios'. Puede que esté equivocado pero creo que tiene una conotación de negocios turbios o quizá donde hay mucho trabajo liado entre bastidores.
