When residents leave .. someone needs to .., and consequently [run-on sentence?]

"When residents leave their garbage as illustrated in the left picture above, someone needs to be paid to make it appear as illustrated in the right picture above, and consequently our condo fees are higher than they need be."
is it a run-on, or not?
