Hi, I would like to please ask you which of the options in bold is correct in the following:
He was assigned to a team of five people charged with the design, implementation, and testing of an apparatus (which operates)/operating at extremely low temperatures for engineering applications.

    I would prefer "which operates".

PS You need to re-position "for engineering applications" - as it stands, the sentence is ambiguously wrong.
