In the article of CNN about the result of a midterm election, there is a sentence ass follows.

"So funny to see little Adam Schitt (D-CA) talking about the fact that Acting Attorny General Matt Whitaker
was not approved by the Senate, but not mentioning the fact that Bob Mueller (who is highly conflicted) was not
approved by the Senate!" Trump wrote, referring to Adam Schiff, who will run the House Intelligence Committee next year.

Question) Would you please explain me why the bold part "(who is highly conflicted)" is inserted in the sentence in this context ?
I think Bob Mueller is not highly conflicted.
