who wants he seeks possibilities, who does not want he seeks excuses?
if you want something you will find the way or you do not want something then you find excuses

I am translating a motivation letter for somebody and he has the motto above.
Could you please help me with understandable English. Maybe if there is will there is a way? :)

You are right. If you have a will or wish to do something, then you will look for ways to accomplish it. On the other hand, if you don't want to do something, you will look for excuses not to do it.

There is a common saying "Where there's a will, there's a way", meaning that when someone or some people want something to happen, they will find a way to make it happen. It doesn't include the idea that if they don't want it to happen they will make excuses, but otherwise it's fairly close.
