Is this use of 'whom' correct here? I would use 'who'.

    No, it's an error; there's no good justification for 'whom' here. (Most likely just contamination with the following M, but possibly someone imagined the 'on' could reach down inside the relative clause, treating 'those who' as a compound pronoun. This would have to have been consciously argued, and is dead wrong.)
