Administration officials have pushed back against media reports that they are softening their position. They insist negotiators are holding the line, and conduct briefings on the Hill several times a week to spell out the details.

Can you explain what does 'conduct briefings' mean? Thanks in advance.

    Where did you see this? The writer has confused "scupper" with "scuttle" (q.v.)

    A "briefing" is a prepared, structured oral explanation, often accompanied by documents. "Administration officials" are visiting the "Hill" on which the U.S. Capitol is located and delivering—"conducting"—such explanations of the progress of the negotiations to members of the U.S. Congress, which meets in the Capitol and has office buildings nearby, some of them also on "the Hill."

    "the Hill" = "Capitol Hill." It's not really a hill; the Capitol sits on the edge of a small escarpment, but is at a higher elevation than the President's residence, the White House, and the nearby office buildings of the executive branch of the U.S. government, so from the viewpoint of the latter the Capitol is "uphill" or on a "hill."
