The Japanese believe that before an earthquake strikes, there are nearly imperceptible tremors in the earth. That is why scientists there have wired both land and sea to detect the slightest movement.

How should I reprase the underlined part in simple words? Thanks.

How about: have installed sensors on/in the land and in the sea (to detect tremors) ?

Oh, that's not fair, QD, if I read the whole sentence before, I would have chosen "in" :(

They wire both land and sea: They arrange the equipment so that they can read the tremors in both the land and the sea.
