    Essentially a "work stream" (or "workstream") is the process by which a job gets completed. Person or group A does one thing, then person or group B does the next thing and so on, and the term is fairly common for tasks that involve several stages done by different people or groups. I take it that the particular work streams they want implemented have been developed for better cost-effectiveness.

    What "implementation" involves depends on what the work streams actually are. It could mean writing new processes, carrying out training, overseeing the relocation of staff or any number of other things.
