I was consumed by the mystery Edward presented. And more than a little obsessed by Edward himself. Stupid, stupid, stupid. I wasn't as eager to escape Forks as I should be, as any normal, sane person would be. - Stephenie Meyer, 'Twilight' -

What do should and would mean here?

He should have been (= but he was not) as eager to escape Forks as any normal, sane person would be (eager to escape Forks).

I'm a little puzzled why the author didn't write "should have been" after "wasn't". But Vic's interpretation is correct.
Any sane person would be eager to escape Forks, and therefore the speaker (if sane) also should be eager, but wasn't.
