My teacher wrote this to me:
"You can drop by Wed 3:30pm in my office for a chat if you like."

Does that mean I can meet him "before" 3:30pm or "at" 3:30?

    "Drop by" go together in this sentence. To drop by is to make a casual visit of no particular length.

    To confirm what WestSideGal said, you could read it as:

    "You can drop by on Wednesday at 3:30 p.m. in my office for a chat if you like."
