Hello: in the following passage I'm not sure about the meaning of "you're all mine":

"Steve could tell Bly was enjoying this moment, this chance to be Caesar with a man's life in his hands: Thumbs up or thumbs down? You're all mine, you poor jerk. Steve knew immediately he didn't like this guy."

Does here "you're all mine" mean "you are completely in my hands"? Thank you
